The individualised learner record (ILR) specification is the technical document that defines the ILR data that publicly funded providers must collect and return.

It specifies the data collection requirements and file format of the ILR. It is a technical document aimed at those responsible for:  

  • making data returns
  • data specification implementation
  • management information system design (including Data / MI managers, commercial software suppliers and training providers who write their own software)
  • It is recommended that you use this specification in conjunction with the provider support manual, which includes guidance and worked examples.
