ILR records that cross the 2023/24 and 2024/25 funding years
Rationale and guidance
Example: -
- The 23/24 funding year runs from 1st Aug 2023 to the 31st July 2024.
- The 24/25 funding year runs from 1st Aug 2024 to the 31st July 2025.
For both of the above, dates outside of these limits will be accepted by the ILR validation, but no funding will be generated as the dates will be outside of the relevant funding year.
This is especially important where completion dates are recorded in 2024/25 data that refer to completions in the 2023/24 funding year (before 1st Aug 2024), or where completions are recorded. For example, in R13/R14 that refer to August 2024 completions.
Learning starts that run into the following year
Where a learning start is recorded for a learning aim:
- dates on or before 31st July must be recorded in your R12/R13/R14 data returns
- dates on or after the 1st August must be recorded in your R01 and onwards data returns for 24/25.
Recording learning starts dated in the 2024/25 funding year in your R01 or R02 data returns only will mean that the system will disregard the dates before the 1st August 2024 for funding purposes. This could mean that the first month of on-programme payments will be lost.
Continuing aims
All continuing aims are migrated by your change of learner entry from the 2023/24 version to the 2024/25 version when you import your R12 data file.
The data migration picks up all aims where the Completion status is 1, or where the Outcome is 6 or 8.
Other MIS systems should perform the same migrations of learning aims. Appendix B of the Migration Specification provides more information.
Learning aims that are not part of a programme that run into the following year
Where a completion is recorded for a learning aim:
- dates on or before 31st July must be recorded in your R12/R13/R14 data returns
- dates on or after the 1st August must be recorded in your R01 and onwards data returns for 24/25.
Apprenticeship completions that run into the following year
Example: -
For your 2023/24 data, when the training period for the apprenticeship standard is complete but the end point assessment period is incomplete, the Programme record must be coded as follows:
Completion - 1
Learning actual end date – Completed (this will be before 1st Aug 2024)
Outcome - 8
Achievement date - left blank
ACT to.. date – left blank
Where the Outcome is recorded as code ‘8’, the data migration process will carry the apprenticeship through to the 2024/25 data for completion to be recorded.
When the end point assessment for the apprenticeship standard is complete, the Outcome and Achievement fields must be updated accordingly. The record should then show:
Completion - 2
Learning actual end date - Completed (this does not change)
Outcome - 1 or 3
Achievement date – Completed (this will be on or after 1st Aug 2024)
ACT to.. date - completed to match the Achievement date.
This applies to the apprenticeship Programme (ZPROG) aim only; Component aims are recorded as complete in the usual way.
