Transfer to a replacement standard

We have learner who wants to change to a standard that replace their original standard ( they enrolled on Infrastructure Technician and want to move to Information Communications Technician (ICT). As this is completely different standard with its own standard code , does this mean they would need to satisfy the 12 month duration on the new standard ?

Yes as it is completely new start, note you would have to take into consideration any RPL from the previous standard.
