Hi Annabel,
P34.1 Where the employer is using the apprentice rate of the national
minimum wage, they must only do so from the apprenticeship start date
(see paragraph P30) and not before. Apprentices over 19 who have
completed the first year of their apprenticeship are entitled to at least
the correct national minimum wage for their age.
I'd say yes if they're now 19 and have completed their first year of the programme.

A quick query, if an apprentice was 16-18 when they started and become 19 before they complete, does the employer need to pay them the minimum wage for a 19 year old or can they continue to pay them the apprentice minimum wage?
