Best bet is to review P287-P300 of the rules as there are some exceptions you'd need to account for that I wouldn't want you to miss e.g., whether it's the same ST code for the new version of the standard, whether they're already registered at the EPAO etc.
As for version 1.1 being £3,000 more than 1.0 though, refer to:
P299 Where an existing apprentice moves versions, they will continue the same funding band that they started on.

Hi,
Please can I get some advice.
We have an apprentice who started on version 1.0 of the Learning and Skills Teacher L5 in Aug 2020, they changed employer in June 2022 and the new DAS record is set up using version 1.1. They want to do the EPA for version 1.1, but version 1.1's funding band in £3,000 less than 1.0.
Is this possible and if so do we need to show it as a transfer in the ILR ?
I am confused as we would be transferring them to the same aims.
