Hi Kelly. It is a VISA RETURNING RESIDENT, learner initially had indefinite leave to remain but has lived outside of UK for more than 2 years. Upon return in UK she had to apply for this visa to enter.
Learner has been in the country for the last 3 years, but the visa mentioned above has expired in 2018 and hasn't got anything else.

It looks like they can live here permanently but I’ve not heard of this document before.
If this is GLA funding you need something that is valid for 12 months from the start date unless it’s a status that does not normally require 3years residency like ILR. I’m not sure if this visa falls in the same exceptions.
Possibly check with the GLA.
