Charges for 16-18

Hi,
According to the Funding Guidance for Young People, we can't charge tuition/exam fees to 16-18 learners (yes, I know there are some exceptions in (16c)) for any element of their Study Programme.
But what about students who wish to take additional qualifications, outside of their agreed, funded, Study Programme? We have an example of a student who is on a FT Study Programme in Beauty Therapy and wants to do an "Eyebrow Lamination" (whatever that is) course that we offer (not an Ofqual regulated qual). Can we charge tuition/exam fees for this? It is very much an "extra" and not something we are delivering for the whole group.
