Learner moving from level 3 to level 2

I have a learner who is transferring from Early Years Educator at level 3 to Early Years Practitioner at level 2. She started in March 2022 and is due to finish in September 23. Clearly, she has covered a lot of the level 2 material already, so we wouldn't be expecting her to do a full year on the level 2 programme. If I withdraw her with reason 40 and outcome "no achievement" and restart her with the new aim, I will have to give her at least a year for it to count as an apprenticeship, but we expect her to be ready for EPA pretty soon. I can't simply change the aim, because she started in the previous academic year. How do I manage this please?
