17 year old completing her apprenticeship

We have a 17-year-old apprentice due to complete her apprenticeship this month and the employer will be offering her a permanent contract once she completes her EPA. She doesn't turn 18 until August and they are conscious of the Raising Participation Age rules. Can anybody advise if she needs to enrol on further training?

Looked into this a few months back and, basically, no... The weird thing about RPA rules is they're just not enforced at all, there are no truant officers chasing 17 year olds...

Now, obviously, it would be lovely if this employer continues to offer training to this learner but no one will know if they don't...
