Before the introduction of EHCPs people has Statements of need. They were similar, but, if I remember correctly, more focused on the E (education) than the HC (health, care) elements. So, effectively, it will only be someone *probably* in at least their mid-30s who has quite a significant learning difficulty or disability who would have a Statement but not an EHCP.

Any learner doing a level 3 course must have function skills English and Maths Level 2 to pass EPA if no prior English and Maths has been achieved. The exception to this rule is if the learner has a EHC plan or a Legacy statement then the minimum requirement is Entry Level 3
Does anyone have an idea what a Legacy statement would be in relation to functional skill as I can't seem to find any information on what a legacy statement is for education purposes.
