  1. Re the funding rule P35.2  applicable to apprentices who require Functional Skills training - does P35.2 mean the apprentice needs to evidence Functional Skills active learning AND the apprenticeship active learning at least every 4 weeks to support the monthly levy and FS funding payments?

 

  1. If the answer is yes to the above, is a Functional Skills Training Plan required?
  2.  If so, should the FS training content have monthly deadlines and cover the duration of months the FS funding will be claimed for? (In the same way the Training Plan is set out for the apprenticeship practical period). What does an auditor expect to see, we can't locate any guidance on what FS training evidence should comprise of to meet the requirements.

4. If a learner withdraws from the apprenticeship, (resignation - not a redundancy) does their FS training end too?

  1. No, it is OR in the guidance.
  2. ENGLISH / MATHS (TO L2) CONTENT/COMPONENTS is included in the template ESFA training plan.
  3. You claim FS funding over the delivery period and auditors would be looking for evidence of planned timetabled delivery over the same period.

1. What happens to the FS funding claim if one month an apprentice submits evidence for the practical training but does not submit FS evidence – is the training provider supposed to stop the payment for that month?

 

2. Is the requirement that the FS training delivery must be broken down into a schedule as per the extract from ESFA Training Plan template below and this is what an auditor will expect to see?

 

3. If a learner withdraws from the apprenticeship, (resignation - not a redundancy) does their FS training and funding end too?

1 As FS and Programme funding are funded separately it is my interpretation that when the apprentice has undertaken practical training (OTJ hours) but has no evidence of FS training then the BIL would only apply to the FS aim/s in question.

2 That the start and planned end date of the FS aims match the schedule in the training plan and evidence that learning has taken place or that a BIL is used where required.

3 When a learner withdraws from the apprenticeship they withdraw from the programme and all associated aims including FS.
