ACT2 Funded but now Adding FS

Good morning, I have a learner who started with us in March 2021 so is funded via ACT2, she has been on a BIL and is now returning to complete. We now need to add Functional Skills and my question is do we fund this via ACT1 or ACT2?

Definitely needs flagging as the same as the Programme Aim, so, in this case, ACT2.
