Ah I am glad you have posted this - I have also got missing data in the PDSAT reports. I was going to pop a post on to say too.
The report for functional skills being one of them - Showing no learner records counted and no learner record data in 23A-105
There is also no record count nor learner record data in the following reports compared to the previous returns.
23A-210 'Negotiated Prices and Actual Cost'
23A-211 'Apprenticeship Planned Durations'
Do you have missing data in these too?
The rest of the reports seem to be fine as far as I can tell and when checked against the R07 PDSAT reports.

I've just uploaded a new annotation file, and then a return and checked the subsequent return, and for us the 23A-105, 23A-210, and 23A-211 all have data in them.
With regards to the annotations it's still a bit broken, it copies them over but it's never copied over any annotations on 23B-002, and on some reports like 23Y-207 it doesn't copy over all annotations.
For that reason I use my own tool built in an excel spreadsheet to deal with formatting and copying as I can't reply on the DSATS functionalist currently.

Here are the details:
This DSATS helper tool is used to improve the ease of working on DSAT reports regularly. It can be used to format an existing DSAT report file to make it easier to use, or to both format and copy annotations from an older report file (as was present in version 16 or below). |
Formatting |
• In version 17 there is a new 'Contents' sheet which has a list of DSAT reports which are hyperlinked, but the sheet has no details of what the report does or the logic being used. There is also a B-001 sheet which lists all the information about the reports (as was present in version 16 reports), but unfortunately with no hyperlinks. This tool will combine the two by deleting the new Contents page, rename the B-001 page to Contents and turn all of the report titles into hyperlinks. This keeps the very useful hyperlinks with all the information on the reports on one page. |
• Each report will have a User Annotations column added with cell borders put in place for every line of data if this column is not already present. |
• A blank count formula will be set up for each report so that the number of blank user annotation rows will be visible from the new Contents page. This is useful if all the rows in the report were previously annotated as once the old annotations are copied into a new report any blank user annotation cells are probably new data. |
• An old User Annotations column and Old record count are setup on the Contents sheet, and used when copying annotations so that the old annotations for each report can be seen. |
• Each report tab is coloured according to the fill colour used in the 'User Annotations' column on the Contents page. This helps when using colour coding of report comments. |
• A 'Back to Contents' link is added on each report to go back to the Contents page |
Copying |
• When two ILR/FIS DSAT report files are open, the date stored in the names of the files is used to determine which is the oldest and newest DSAT report files, rather than the date the file was last modified. |
• The user annotations on the Contents sheet in the old report file are copied to the Old User Annotations column in the new report file, as are the old report counts. In addition the colour formatting is copied for when colour coding has been used. |
• For each report the comments on the old reports file are copied into the new report file. The colour that was used as the fill in the old user annotations cell is applied to the entire row (which helps make it easier if people use colour coding for DSAT user annotations) |
It can take a while to complete the formatting and copying with large reports with a lot of data |

Did you get record count 0 for the pdsat report 23A-105 Learners enrolled on English and/or maths learning aims? We had learners enrolled on Eng/maths courses so it is incorrect. There were over 100 records in R07 so I'd like to check if anyone is having the same issue.
