Transfer of Learners from Closed TP

None
We have several learners starting with us from a training provider that has ceased to trade, all employed by the same company. Some are half way through their apprenticeship, some have gone past their practical learning date but are still in learning, others have finished practical learning and just need Gateway / EPA.
I presume the old TP withdraws them on the ILR, we assess them for RPL and discount TNP/previous learning accordingly and enter them on the ILR as a new learner or are they classed as restarts ?
Those that have gone past their practical learning date but are still in learning, I presume we just negotiate an amount and invoice accordingly ?
Not sure how this works, any guidance welcome or pointing me in the right direction to read up, would be great.
