ESOL Qualifications

Hi all, 

I understand that ESOL qualifications are not accepted for English equivalency on an Apprenticeship, however, our Apprentice has given this response... 'The ESOL certificate is not as an ESOL student but as a teacher of English. English is my first language. This is a level 4 certificate so in excess of the level 2 requirements.'

My understanding is that this would not make a difference and this would still not be acceptable, however, I am happy for someone to tell me otherwise?

Oh, that's a good one! Assume they've got CELTA which, particularly as a native speaker, you don't need any specific formal entry qualifications for...

It does seem weird that being qualified to teach English (even as a second language) wouldn't be sufficient to prove you have an appropriate grasp of the subject. Front page of the exemptions sheet says:

Where the apprentice has a qualification at level 4 or above (including degrees) and/or SCQF level 7 and above (such as an Advanced Higher), this is acceptable if the qualification is predominantly in the subject of English Language or English Literature and/or Mathematics. 

I think it's fair to say CELTA meets this (certainly more than an Eng Lit degree would, to my mind!)?

Sorry, should read all the way down...

ESOL qualifications, IELTS qualifications, CELTA qualifications, and provision such as English proficiency tests are not acceptable equivalents.

But I'm saying it's super weird that CELTA is on that list...
