Apprentice withdrew resignation but already withdrawn

Hi,
We have an apprentice who handed in his resignation to his employer and was subsequently was withdrawn in the ILR in February.
We have since been told that he was withdrew his resignation and he and his employer wish for him to return back to programme.
In this case, do we treat this as a new start with new start date, price, training plan etc? I don't suppose we are able to just remove the withdrawal?
