ESFA PDSAT Hours Error

We've come across an error with the PDSAT Report that we're not sure if is the same for everyone else.

When calculating the Minimum Hours needed on programme for a learner it seems as though the ESFA isn't taking into consider the Statutory Holiday requirement. Therefore, the PDSAT Report 23A -103 shows the Average Weekly Hours for a lot of our learners as 5.3 rather than 6.

Our MIS (Aptem) is showing a different figure. We've done the manual calculation and the ESFA PDSAT Report isn't using the correct calculation. 

I don't know if anyone else has come across this, or where I should go next to raise this further?

Fair spot. I've checked a couple of ours and you're right, it doesn't appear to take statutory leave into account, which is odd. The guidance references that particular field but doesn't explicitly say why it wouldn't account for leave:

The report also contains a derived variable that calculates the Average weekly planned off-the-job training hours. Use this field as a guide to check whether there are any apprenticeships where the number of planned off-the-job training hours are unrealistically high or low. It is reasonable to expect that this average should generally centre around 6 hours and be unlikely to exceed 8 hours. Follow up any learners where the average is very low, or where it exceeds 8, to ensure that the planned off-the-job training hours are accurate. Filter out restarts as the average weekly planned off-the-job training hours will be skewed by the planned duration of the restarted programme, which will be shorter than the total planned duration.

Thanks Ben, I'll send a message over to KPMG.

It's brought it to the forefront as we've recently had an ESFA Audit and the auditor was asking us to update our Planned Hours to match the average figure in the PDSAT. We tried to explain the ESFA's PDSAT error but have to had update the Planned Hours at their request, even though we know the ESFA aren't using the accurate data.

So they said because the PDSAT showed an 'Average weekly planned off-the-job training hours' of only 5.3, there's something wrong with the learner's Planned Hours, because it should be (roughly) between 6-8? 

Were your planned hours very close to the minimum number I'm guessing? Did the same learner's appear on 23A-215?

This might be related to the known issues with 23A-216 bringing up learners who have met the 20% OTJ requirement (which I reported to ESFA in January) but are coming up on the report incorrectly as not meeting it.

Hi guys

I have also lost a number of records on 23A -103 that relate to learners who have moved employer. In fact the Employer identifier is missing together with other info such as employment status and date employment etc in this report even though it is in the XML.  Are you getting the same ??
