It's a difficult one with Multiply as the rules change between Local Authorities. The contract we have on Multiply a learner can do more than one course but it couldn't be the same learning aim reference and it has to show benefit to the learner, they had made a big deal about duplication of learners.
We are only able to claim for learners who sit the GLH of our course that was agreed with the LA we wouldn't be able to claim any additional learning or be able to move someone as a complete with less than the GLH agreed.
But depending on which local authority your contract is with it may have different rules.

I have a couple of queries relating to the multiply programme and struggling to find the answers within the guidance.
1. Can a learner who has completed one multiply programme, enrol and complete another using the same learning aim reference but classed as different level?
2. Non-regulated learning GLH - for a completion to be considered achieved, do the learners have to achieve the GLH within the non-regulated aim banding e.g. 21-30 GLH?
