I'm SURE it was in there somewhere?! Withdrawals/OTJHs

I am sure that I have previously read somewhere that qualifying withdrawals still have to have met the min OTJH pro-rata for their time on programme to be eligible for any funding - but I can't find it anywhere now.  Did I imagine it? Maybe it was on an auditors test sheet somewhere?

I think it was in a draft version, but several of us pointed out that *almost by definition* a withdrawal would be behind on their OTJ unless they were summarily sacked, so it went away. Also, if you had to switch the funding off because they were behind then all yr withdrawals would come out of your achievement rate! I think they still say they're "monitoring" it, but no obvious implementation of it that I've heard of...
