EPAO slow to invoice

P353.4 in the current funding rules say that we must have evidence in the pack of payments made to the EPAO for conducting the EPA.
If we have a written agreement with the EPAO including the price (to match TNP2 on our ILR), the EPA took place some months ago, apprentice has passed and certificate received, but the EPAO have not invoiced us despite reminders on our part, should we report the completion in the ILR or wait until the invoice has been received and paid?
Be grateful for any advice, this seems like one of those you could argue either way.
