BILs V WDs

I’m trying to work out what the advantage of a BIL Is V a withdrawal. If a learner is going on maternity leave and doesn’t know when they will return I am considering a withdrawal but our subcontractor wants them placed on a BIL.
This is for a L3 Diploma funded via FCFJ

Its valid for a BIL if the Apprentice plans to return to the same apprenticeship and Employer after their BIL else it must be a withdrawal.
The QAR allows for a BIL and restart as one episode whereas a restart after a withdrawal is counted as two episodes.
