Can functional skills be completed after the ZPROG learning?

Can a learner go through gateway (complete learning ZPROG status 1 and 8) before completing functional skills? As long as if they subsequently complete it before taking the EPA?

The reason why i ask this is due to error R89 appearing where we had some other aims (Paediatric first aid etc.) not completed on the ILR in error when completing learning for the apprenticeship.

"The Learning actual end date for the latest programme aim must not be before the Learning actual end date of the latest component aim (not including English and maths)"

However the warning states not including English and Maths?

If completion of the functional skill in question is a requirement of the Standard then no, as by definition they haven't yet reached gateway because the learning activities of the programme are not complete. 

Gateway requirements

These are requirements set out in the assessment plan that must be met by the apprentice prior to undertaking end-point assessment of the apprenticeship standard. They will include the completion of English and maths qualifications (where applicable) and any on-programme mandatory qualifications (where applicable) along with satisfactory evidence (as determined by the employer, in consultation with the main provider) that the apprentice has achieved the necessary knowledge, skills and behaviours set out in the standard.
