I'm looking for some advice on Study Programmes.

Is 12 months the mandatory duration for all study programmes?

Are there any rules regarding what level the main/core qualification should be i.e. can it only be level 2/level 3 qualification?

No but you only record the hours for the current year.

  1. Students whose programmes do not meet the full time criteria within the funding year will be treated as part time for funding purposes. This includes students whose programme crosses 2 academic years but is not full time within either year. This should not affect the normal delivery of full time programmes across 2 funding years where students undertake more organised examination preparation in the second year.

Higher-level programmes for students

  1. ESFA will support qualifications which enable students on level 3 programmes, to do some study above level 3 (known as higher-level study).
  2. Section 28A of the Education Act 2002 gives governing bodies of maintained schools in England (and Wales) the power to arrange the provision of higher level study for students in schools.
  3. We fund higher-level study under the following conditions:
  4. the HE provision must be a small part of the provision, typically instead of an AS level and the young person must be enrolled on a full level 3 programme including the HE provision
  5. institutions must substitute higher-level and more stretching provision in place of courses and qualifications that students might otherwise pursue
  6. the provision must involve an appropriate amount of teaching or appropriate distance learning; it would not be acceptable for HE provision to be undertaken purely as private study
  7. where distance or online learning is involved, there must be no charge to the student for course materials, supporting books, access to IT and similar activities or matters
  8. we do not fund any students whose study is funded through the government’s funding streams for higher education (HE). Young people who are eligible for student finance (such as Tuition Fee Loans and Maintenance Loans) will be HE students, and not eligible for ESFA 16 to 19 funding

Prescribed HE

  1. ESFA can fund component parts of prescribed HE qualifications, but not whole qualifications. The full list of prescribed HE qualifications is set out in paragraphs 1(a) to 1(f) of schedule 6 to the Education Reform Act 1988. It principally covers:

a Higher National Diplomas (HNDs)

b Higher National Certificates (HNCs)

c first (undergraduate) degrees

d postgraduate degrees

Non-prescribed HE

  1. ESFA funds whole non-prescribed HE qualifications.
  2. Non-prescribed learning aims are higher-level vocational learning aims that are generally professional learning aims leading to accreditation by a professional body. Nonprescribed HE qualifications are defined in in paragraphs 1(g) and 1(h) of schedule 6 to the Education Reform Act 1988.
  3. The part time certificates in HE and the high level qualifications that are delivered to students of high ability on dance, drama, and musical theatre courses are nonprescribed HE, but are not funded by ESFA’s 16 to 19 funding model.

A level 1 course in employablity followed by an additional aim, work experience and English and maths. It's just the Level 1 part that I'm not sure about. The hours for all elements would total 540.

540 is a FT funded learner for 1 year, why does it require longer?

I didnt mention longer. I was just asking if a programme can contain a Level 1 aim as the main aim

Hi Kelly you'll be paid in proportion to the hours planned;

Thanks Chris. I am aware the overall programme is paid on the age range and overall hours. I was just trying to get some clarity if a  Level 1 aim can be delivered as the main qualification.

So, yes, L1 as core aim is absolutely fine for a Study Programme (as is Entry level whilst we're here!), but you'll need to check the specific aim on FALA as you would for any other aim.

Thanks Steveh. How about a non regulated aim, is that okay as a core aim assuming its fundable for 16-19 year olds?

From a funding point of view yes, providing you can show it's the most/only appropriate thing for the individual. It's pretty much what we do with our late start "personal development" learners where there's just not anything regulated they can do. Very small numbers though.
