If a student changes employer and a new 'Employment status' record is created on the ILR Tool, do we record it as 1 - Learner has been employed for upto 3 months as the clock starts again with new employer even if they had been with previous employer 12 months or longer, or if they had previously been recorded as 4 - Learner has been employed for more than 12 months on the previous 'employment status' record do we choose this option and that the length of employment is continuous even though change of employer?

It kind of doesn't matter at all, but also it's definitely 1, because it's describing the new period of employment.
