Exceptional learning support (ELS) 2023-24

Good afternoon, we have a couple of potential learners who we expect the learning support costs to be greater than £19K.  I understand from the 2324 funding rules, we have to complete an Estimated ELS Cost Form (yet to be published) and upload it to the Document exchange.  Do we only apply for the difference between the total expected cost less £19K or do we apply for the full total expected cost?  If we only apply for the difference, the rest has to be claimed via EAS up until £19K(anything above £150 per month)?

Many thanks

I suspect next year's form will be the same as this year's form (and last year's form!), so it looks like you need to cost out the full amount for each individual on the "Section 2 - costed needs" tab so it comes to over £19k.
