FALA vs Approved Qualifications

Good afternoon,  

Apologies for the long post.

We plan to run two qualifications next year under the FCFJ offer.  but there seems to be a discrepancy between FALA and the Approved Qualifications list.

45 National Skills Fund Level 3 Free Courses for Jobs rate 1 Effective to 31/12/2600

Should they both not be valid under the National offer?  ESFA helpdesk were not very helpful.  After a few email exchanges I was told the following regarding the ICDL qualification:

'This qualification does not meet the criteria required to continue in the free course job offer this is why it has not been rolled over  within the Agency offer, but still open for devolved usage only.'

What are the criteria required to continue in the FCFJ offer under the National scheme?
