Hi,
Can I just check that levy transfer can apply to any non-levy employer? Or do they have to be a small employer?

Yes, no problem. Theoretically, it can even be to another Levy payer!
The only thing it can't be is a Levy-paying Training Provider transferring funds to an employer who they then deliver the training for!
