GLA Uplift - is it additional money?

We are getting a bit of conflicting answers as to whether or not the GLA Uplift of 13.5% is part of a training providers GLA allocation or is additional money to be claimed on top of the allocation.

For example, college has a GLA allocation of £10 million. They hit their allocation of £10 million before claiming the 13.5% uplift, will they get a further £1.35 million from the GLA? Or will they have to aim for £8.8 million and claim the 13.5% to achieve their allocation of £10 million?

Guidance is little unclear says the following: 

46. We will provide a 13.5% funding uplift (“London Factor”) to the weighted base rate of all AEB formula-funded qualifications up to and including Level 2 which start in the 2022/23 academic year. The funding uplift will be paid as an increase to the AEB grant funding baseline allocations for this funding year.
