TNPs when both restart & change of employer

Which TNP records should be used after an apprentice has both restarted and changed employer? Under the restarted aim do we only submit the TNP3 & TNP4 or should we also have the original TNP1 & TNP2? E.g. Original programme aim:
Start date 20/09/2021
Learning planned end date 30/06/2026
20/09/2021 TNP1 £25,900
20/09/2021 TNP2 £1,100
Apprentice withdraws on 23/11/2022 then returns to the same apprenticeship restarting after transferred to a new employer. Restarted Programme Aim:
Start date 20/02/2023
Original start date 23/09/2019
Learning planned end date 29/09/2026.
20/02/2023 TNP3 £20,950
20/02/2023 TNP4 £1,100
Is it correct to just have TNP3 & TNP4 on the restarted aim? I couldn't find any clear guidance as to which TNPs you use when it is after a restart plus an employer transfer at the same time and the dates have moved outside of the original academic year. Many thanks.
