We have an applicant who is a British citizen, she does not have the right of abode and has lived in China for the last 17 years and does not meet the 3 year eligibility rule. I am assuming they cannot be funded?

If she's a British citizen (ie with UK passport) she kind of does have Right of Abode, by definition?

The lack of three years (very hard to make the case that 17 years is a "temporary absence"!) is the real stumbling block, unless she's 18, in which case the extra paras kick in.
