If an apprentice is working and living in England and then part way through his apprenticeship is relocated to Wales (he will work and live in Wales) if his remaining time on the apprenticeship (including the EPA) is less than 50% of working time in Wales do we need to withdraw him?

If the overall time spent working in England is at least 50% then you don’t need to withdraw them. They could spend 55% in England, move to Mars, and still be eligible. Though admittedly, getting them to sit their EPA might be difficult in that scenario
