Community Learning Purposes

In the ILR specification: 2023 to 2024 there is the new Community Learning purpose: attribute field (also known as delivery strands).

Whilst the document states this is by learner I do remember attending a webinar where an ESFA rep stated it could be by course for the Autumn term and then by learner in Spring 2024 term.  Can someone confirm this is definitely the case?

We have added 7 new ACL “purpose” types which now replace ASL, the completion of this field is enforced by validation. Each learner must have 1 code recorded per learning aim. We recognise that a learner may have more than one purpose for enrolling on Community Learning provision so please attribute the main purpose for the training. For 2023/24, providers have the discretion to record purpose on a per course basis rather than per learner.

ACL and AFL codes are valid from 01 August 2023
