Community Learning - NI Number

Due to the change in community learning data collection requirements where we are now collecting employment status monitoring and benefit status indicator, is anybody else also going to collect the national insurance number of the learner?

In the ILR specification it's still only mandatory for apprenticeships and then for adult skills learners that are receiving certain benefits, so just wanted views on what other people are planning to do with this please.

Data that is not required for collection must not be included in the ILR files returned. This is enforced where possible through the validation rules for the following reasons:

  • to collect data there must be a mandate and Data Science Governance Board approval to do so
  • data protection legislation says data should be collected only where there is a purpose in doing so
  • the presence of additional data that is not required can make the validation requirements more complicated
  • only requested data is subject to reliable and rigorous data quality checks
  • it is unhelpful to data users and analysts to have data included that is not required.

And EmpStat is only voluntary for FM10 in 23/24 (no change to the validation rules to enforce it for FM10 only learners), strongly advise not bothering until they make it mandatory...
