AEB Prior achievement of GCE and Skills fade

If a learner has completed and achieved a GCE A-C over 20 years ago and is now experiencing a skills fade could the learner be funded to complete a Functional Skill?

As I am one of those people who gained a grade a-c 20 years ago, I’m afraid not.
