Apprentice NMW

Hi all, I am aware that if an apprentice is 19/turns 19 and has been on programme 1 year, their wage needs to be increased to NMW for their age - how do you check that employers are paying them the correct rate?
Another scenario where an apprentice is 19 on the start date, withdraws, but then restarts - does his original time on the apprenticeship count towards the year in relation to NMW rates?
Thanks
