23/24 Apprenticeship Funding Rules - OTJ Training

Hi, I am just wanting clarification on a change in the 23/24 rules in relation to OTJ training - how are you all interpreting 'The provider is ultimately responsible for the delivery of all off-the-job training, even if this training is delivered by another party'? I thought we were always responsible for ensuring that they are completing the hours and that these are in relation to the KSBs even if it was the employer delivering the training?

22/23 funding rules: P4 The main provider will have the overall responsibility for the training and on-programme assessment conducted by themselves and their delivery subcontractors.
They have made it clear that this includes the OTJ training.
