16-18 Traineeship withdraws after 6 weeks

Could someone clarify for me please.
We have a 16-18 traineeship on a planned programme of 12 weeks (first 6 weeks classroom based, second 6 weeks a mix of classroom and work experience). The learner did not have a work placement sourced at all before the learner withdrew at week 9. As the learner passed the 6 week threshold do we not alter the planned hours or should we remove the planned work experience hours as the placement was never sourced.

If its the same as study programme then you can only keep the hours for placement if the learner attends or you can prove it was due to go ahead through.
