We have an apprentice who started in January this year. The tutors working with her and her employer feel she will need longer to complete the course. They would like to extend by 1 month. Am I right to say the planned end date cannot be changed? Is there a work around so we can give the apprentice the extra month in her learning plan (no additional funding to be claimed).

Correct, do not change the Planned End for this. The learner will just finish later than planned which is perfectly fine.
You are correct that you cannot amend the planned end date in the ILR where the learner requires more time, but you can/should amend the training plan to reflect this.
