Change Apprenticeship to higher level

Hi, we have an apprentice who started a L3 TL apprenticeship in May 23 and has just informed us that she will be leaving her existing employer in a weeks time. She would like to do a different apprenticeship, L5 ODM with her new employer as her role with her new employer is different from her current role (promotion). Can this apprentice simply be changed to the L5 apprenticeship on the ILR or would she have to be ended on the existing L3 apprenticeship and be enrolled onto the L5 apprenticeship? If so how would one go about this proces. Thanks in advance for your thoughts.

It would have to be a withdrawal and a new start on the L5 and this would have a detrimental effect on the QAR.

Am I right in thinking that if the apprentice was staying with the same employer this could have been logged as a transfer?

No as there is no concept of transfers for standards.

In the Apprenticeship QAR technical specification it does refer to transfers in the exclusions section:

Yes that’s one of the differences where for funding purposes it is a new start, but the QAR excludes the withdrawn programme where there is a start within 120 days.

For the QAR its a transfer if within 120 days but for funding its a withdrawal and new start.
