Refugee Status - Apprenticeship

Hi folks,
We currently have an application from a potential apprentice who has a BRP indicating Refugee Status with a provisional start date 06/09/2023, provisional practical period PED 06/09/2025, provisional completion date of 06/01/2026.
The BRP Expiry Date - 31/12/2024
Based on 23/24 funding rules that states p20.4 The apprentice is able to complete the apprenticeship within the time they have available, including the end-point assessment. If the provider knows an individual is unable to complete the apprenticeship in the time they have available, (e.g., because their visa will expire or because they have a fixed term contract which is shorter than the duration of the apprenticeship), they must not be funded", would you agree that this apprentice cannot be funded or based on the gateway protection programme letter provided as evidence (dated Oct 2016) that states "you are free to stay in this country permanently", would the learner be able to be funded based on this?

Ah, refugee status is a bit different from, eg, a work visa. A BRP expiring in this instance is just like a UK Citizen's passport expiring (they even usually have 10 years validity), it doesn't mean they're going to get chucked out!
