Hi, we have a prospective apprentice who during the signup process told us that she had already started her Functional Skills in Maths. The Functional Skills is being delivered by the local library so would fall under the same council as my department, it does not however appear on our ILR. Please would you be able to tell me if this apprentice can start the apprenticeship while still doing the Functional Skills or would she have to wait until this has been finished. If she does have to wait, would she be able to start immediately the FS Maths had concluded or would there be a period of time before she could begin the apprenticeship?

Who's delivering it at the library then if "you" aren't? Either way, P23.11 (23/24 V1) applies:

23.11. Are undertaking training funded through the Adult Education Budget 
(AEB), where that training will:

23.11.1 Replicate vocational and other learning aims covered by the 
apprenticeship, including English and maths;
23.11.2 Offer career related training that conflicts with the 
apprenticeship aims; or
23.11.3 Be taking place during working hours. Where an apprentice 
has more than one job, working hours refers to the hours of 
the job the apprenticeship is linked to.
23.11.4 As an exception to paragraph 23.11 an individual may 
commence an apprenticeship and attract funding, where they 
have less than four weeks to completion of an existing DfE 
funded course

So, effectively, four weeks before their course is due to end.

Thanks Steve, I have got the expected end date for her Functional Skills and will plan her apprenticeship start date to fit the rules you highlighted.
