A learner is exempt from Level 1 functional skills, attempted Level 2 and failed. The date of the fail was prior to the planned end date.
Can we record the aim as 2 & 3? If so, will we get the balancing payment/s for the full value of the failed aim?

Partial achievement is only used for HE aims.

Outcome 3 No achievement, the funding follows the learner so if you have not delivered the full aim you would not be due the full funding.

There is no achievement funding for FS for apprentices. If you’re coding their record as a completion you should receive all of the funding.
If this was AEB, you would only receive the OPPs.
