Study Programme - direct supervision rule

Can I ask for some advice re Study Programme delivery.

My understanding is that the hours delivered must be planned, timetabled and under direct supervision of a member of staff.

We have a subcontractor wanting to deliver a programme where the learners learn independently. They sit in front of a computer screen learning at their own pace. There is a member of staff in the room for support purposes. Would something like this be okay? I'm concerned with the direct supervision element as they are technically not supervising what they are doing, just in the room for assistance.

I may be overthinking this.

I think this is broadly fine, it's the same as a "study session" in a library/learning resource centre?

HOWEVER, the key point is here:

In all circumstances, quality should be the key criterion for determining the use of remote and online learning. Remote or online delivery should not replace face to face provision where the drivers for its deployment are primarily non-educational in nature โ€“ for example, cost savings or administrative efficiency.

To ensure students are fully engaged and supported with their learning, it is expected that the significant majority of planned hours of all 16 to 19 study programmes (and the constituent elements that make up a study programme โ€“ for example, substantive qualifications or English and maths) โ€“ are delivered face to face, with students attending on-site every week during term time.

What attendance value would the subcontractor enter onto the register?ย

They complete a 1:1 timesheet that the learner signs when they attend each session.

Sorry for my earlier misreading, I thought you were talking about the supervision being at a distance.

Having said that, my question would be "what would Ofsted think of this?" because it doesn't sound particularly high quality to me (I Am Not A Teacher)?

It sort of is at distance. The provision is what my boss refers to as what used be the Learn Direct model, delivered in a library sort of thing.ย
