EPA Withdrawal with a Potential Return to EPA...

We've encountered a scenario where an Apprentice has completed part of his EPA but wishes to have a career break to travel, uncertain whether he wants to complete his EPA at a later date. Obviously this is a complete pain for us because we won't receive our training costs until he completes the Apprenticeship and we get the 20% payment!

As he's already completed part of the EPA are we able to record him as a completer (failure)? I suspect he needs to have attempted all elements for us to do this... alternatively the EPAO are contemplating leaving him on their EPA programme until the end of the EPA period, to give him time to consider completing the EPA. I believe this option would enable us to complete him at the end of the period whether he continued or not, passed or failed.

Funding Rule: In order to be recorded as ‘Completed’ (Completion status code 2), both the training and end point assessment activities for the programme must be completed. An end point assessment that has resulted in a failed outcome can be classed as complete as long as the learner reaches the end of the end point assessment period, rather than withdrawingIf either of these have not been completed, then the programme aim cannot be recorded with Completion status code 2.

Would this be an issue if the EPAO were to take this decision?

You will have to check the Standard EPA plan as this will specify a maximum or typical for the EPA Period, but you cannot record as a completer until the EPAO has advised of the pass or fail outcome.

In the event they have reached the end of the EPA period and have not completed the EPA it would be a withdrawal.

Would/Could a partial completion result in a failure rather than withdrawal? Would this depend on the EPAO's decision?

No, the learner must complete all elements of the EPA and be awarded a pass or fail by the EPAO, there is no concept of Partial completion for apprenticeship programme aims. The EPAO cannot amend the requirements of the assessment plan where a maximum EPA period is stipulated but the learner could resit or retake the EPA at a later date.
