In the Provider Support Manual 23/24 on section 14 Community Learning it states under the sub heading "Community Learning collection requirement changes for 23/24" that FF11 and FF12 indicators have been added.  Is there any definition of what a Community Learning fully and co-funded learner is?  Whilst these indicators already exist in Skills this appears to be a new thing in CL and it would help to know how this is specifically defined for CL.

I think it's just 1 = does not pay for course 2 = pays for course?

Of course, I've no idea where I've read that now... It *may* have been the CL webinar in May that doesn't seem to have made it to the youtube channel yet...

Aha! It's in the ILR Spec!

ILR Specification 2023 to 2024: Attribute: Full or Co-funding indicator (submit-learner-data.service.gov.uk)

From the 1st of August 2023 the Full/co funding indicator for Community learning and should be allocated as shown below.

  • Code 1 should be used if the learner is fully funded and does not pay any fees.

  • code 2 should be used if the learner is co-funded and, as such, makes a contribution to the cost of the provision by paying a fee.
