I have seen this with BKSB for a number of years. IMO, the initial assessments are a good indicator for 90% of learners but there is variance when the learners complete the diagnostic assessment as it covers a broader scope.
Assuming that the learner has completed the Diagnostic assessment within their funding/Performance qualifying period I would change the learning aim/enrolment (as per the provider support manual https://guidance.submit-learner-data.service.gov.uk/ ) to that which is indicated by the diagnostic assessment and re-issue paper work.
Make sure to keep records of the Diagnostic assessment as well as the Inital assessment to demonstrate how you have determined the learner's starting level should you be audited.

We currently use BKSB for the initial assessments and diagnostics.
We are experiencing in some cases that where the initial assessment comes out as (for example) L1 we would enroll the learner onto a L2 F.S unless otherwise exempt.
The concern is that when the learner then completes their full diagnostic this is at times showing a lower level than the initial assessment.
Is anyone else seeing this and could you tell me what is the resolution please?
