British National Overseas - Query

I have a student from Hong Kong who has been enrolled on a study programme from 12th September 2022 to 24th May 2024 on a full time A Level Programme (3 subjects) we have enrolled the learner in 22/23 as a Full Cost international student & our international department have received payment etc.

When our international department contacted the agent for the 23/24 payment the agent provided evidence to confirm the learner now holds British National Overseas status from 17th July 2023 to 17th July 2028.

What makes this more tricky, is the learner was 18 at the start of the 22/23 academic year and turned 19 in February 2023 so is now 19.

I am wondering what to do for this enrolment for 23/24.

The only thing I could come up with is when I roll-over the record for 23/24 I leave the dates the same but set the learner as Level 3 Entitlement to attract funding but then RPL the 23/24 enrolment record so we don't claim the funding for the full A Level since we received payment in 22/23 for the learner being full cost.

Alternatively, would anyone suggest adjusting anything in 22/23 to make this learner 16-18 funded so when we rollover  we can fund this learner as a 19+ Continuing Student for 23/24?
