Correct that the certificate does not apply - that's the old process and only applies for GLA (not sure about other devolved areas.)
Appendix A is our Self assessment against the standard
Appendix b is the signed letter of engagement: RSM completed our audit and they added this into the overall final report, this outlines the audit work that they completed for us
Good luck with your outcome. I only realised last week that we have to wait up to 12 weeks for the outcome from the ESFA
It does mention in FY22/23 rules P198.1 the certificate:
P198.1 You must supply us with a report signed by an external auditor that provides assurance on the arrangements to manage and control your delivery subcontractors. You must send a copy of the external auditor’s final report including the action plan of agreed recommendations and certificate via ESFA document exchange by 31 July 2023.
We just covered ourselves with obtaining one but I think the statement and report will do.

Hello All
I have spent the last hour on the phone to ESFA; hoping you might be able to help me quicker!
What have you all submitted as part of the external assurance review? I've got the auditor's report, all good but I am confused about the requirement to submit a 'statement letter'. Do they mean Annex B from here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1098710/Assurance_reviews_of_the_subcontracting_standard_for_post-16_providers.pdf or something else altogether?
And have you appended your action plan to the report or to the Annex B?
