What does his BRP card say is his current immigration status and are there restrictions to working on it?

If he doesn't have a BRP is he an asylum seeker?

The point here is that Refugee status doesn't expire, you mayaswell ask if someone whose UK passport expires in Nov 24 would be eligible. ILR just makes it easier for them to do things.

Anyone with Refugee status is eligible regardless of how long they've been here, P281.1.

Steve Hewitt, totally agree for learners who have Refugee status as printed on their BRP. In my experience this is not always the case with individuals who are refereed to as 'Refugees' 🤔.
