I'd argue price is agreed at sign-up/start and no earlier, so if these are Sept start you should be fine to use the new price.
You'll need to revisit your pricing so you're able to show that it's costing you £13k to deliver, but I suspect that won't be too much of a problem!!!

We have signed up a number of Level 2 Carpentry Standard apprentices due to start September 2023. The agreed price of £11000 has now been flagged on IfATE as due to increase to £13000 on 19th August. The Funding Rules state that we cannot change a price:
135. Once the price has been agreed, the provider must not increase this price,
But does this apply to those who are at the sign up phase only (i.e. those who have not yet had any data recorded in the ILR by way of the TNP records)? Would the following from the Funding Rules apply as these would be 'new starts'?
134.5. The funding bands and the standards placed within them, may be subject to change. Any change will only apply to new starts and not apply to apprentices already engaged on the apprenticeship.
